THE SOTOYOME RCD SAYS GOODBYE TO CAROLYN RUTTAN . . .
Carolyn Ruttan has served the Sotoyome RCD Board of Directors as
an Associate Director since 2000. She became interested in the activities
of the Sotoyome RCD after attending a Fish Friendly Farming Farm
Planning Workshop series, while working for De Loach Vineyards.
She has had a long time interest in encouraging and achieving a
change towards environmentally friendly best management practices
for viticulture and was a very enthusiastic participant of the Fish
Friendly Farming Program.
Carolyn is moving to Lake County were she will become an active
member of East Lake County Resource Conservation District’s Board
of Directors and their representative on the North Coast RC&D. Her
experience as an environmentally friendly viticulturist has been
a valuable asset to the Board. We will miss her enthusiasm and advise.
. . . AND HELLO TO DENNIS SALISBURY
Dennis Salisbury began serving as an Associate Director on the Sotoyome
RCD’s Board of Directors in January 2002. Dennis has over 25 years
experience as a staff member of the Regional Water Quality Control
Board working with agricultural operations to protect and enhance
water quality.
Dennis has an extensive background in water quality, nutrient and
sediment management regulation and compliance measures for both
point and non-point source control, TMDL development, implementation
and assessment, ranch planning, and contract proposal development
and administration. He has been a long time proponent of voluntary
compliance assistance with agricultural producers and is very aware
of the agricultural communities concerns and needs.
Dennis hopes to assist the District with continued leadership, educational,
technical and financial assistance to foster both voluntary and
regulatory required stewardship for environmental compliance and
agricultural profitability and sustenance.
Dennis will be an invaluable asset to the Board of Directors.

CALL FOR ASSOCIATE DIRECTORS
The Sotoyome RCD’s Board of Directors is looking for individuals
who are interested in becoming Associate Directors.
Any landowner, a resident of Sotoyome Resource Conservation District,
or person 21 years of age or older is eligible to serve as an Associate
Director by appointment of the Board of Directors. To be appointed,
the individual must have a sincere interest in resource conservation
and be willing to commit to the time needed to fulfill their assigned
tasks are required to implement the annual and long-range plans
of the District, or to assist the District with implementation of
its duties. Appointment as an Associate Director is especially encouraged
for those eligible registered voters who wish to become full Directors
in concordance with Division IX of the California Public Resources
Code.
Appointment:
After review of an application for appointment as Associate Director,
and determination that the individual has the qualifications for
furthering the work and objectives of the District, the Board of
Directors may resolve to adopt a notification of appointment to
be included in the minutes of the appropriate Board of Directors
meeting.
Term of Office:
All appointments to Associate Director will be for two years and
will be reviewed biannually beginning in 1998 before the end of
the fiscal year on June 30th.
Meeting Attendance:
Associate Directors are expected to attend District Board meetings
or RCD related events at least six times a year, and are particularly
encouraged to attend the annual planning meetings. An Associate
Director serves as an advisor and is not a voting member of the
Board.
Duties:
Duties or tasks to be accomplished by Associate Directors are described
and approved by the Board of Directors. Specifically, all Associate
Directors’ activities should compliment and reinforce those work
plans as directed and approved by the Board of Directors.
Compensation:
Associate Directors volunteer their time and do not receive compensation
for work they perform on behalf of the District, except for related
travel expenses or purchases.
